Secondary education is provided in academic secondary
schools (gimnazium) or vocational secondary schools.
Higher Education System
Structure of system
Hungary's dual higher education structure ("Foiskola"
or college education and "Egyetem" or university education) consists of
89 institutions, located in 31 towns. Universities fall under the responsibility
of the State, the church and foundations. Of the 59 colleges, 31 are state
colleges. The new law on higher education, while not promoting specific
models of federation, nevertheless provides sufficient flexibility for
individual institutions and their communities to pursue integrative efforts
aimed at reducing costs and pooling resources and facilities.

Stages and Organization of Higher
Education Studies
Higher
vocational/technical studies
Since September 1, 1996, a new form of higher learning
has been introduced : higher vocational education. It is integrated into
the system of higher education and, as such, is also accredited. Studies
last for two years.
University
level studies
Stage 1:
Foiskola
Description: Higher, more practice-oriented education
is offered in colleges of higher education (foiskola). Courses last three
or four years and graduates obtain a college diploma (foiskolai oklevel).
This constitutes the first level of higher education and is also
called "bachelor" level.
Stage 2:
Egyetem
Description: Higher education at university level generally
consists of a course, usually four to six years in duration, which confers,
after the defence of a thesis and successful completion of the final exam,
the higher education qualification of oklevel. This qualification - which
may also be called "master's"- entitles holders to practise a profession
or continue to postgraduate studies.
Stage 3:
doktor (Ph D), mester (DLA)
Description: This stage of higher education leads to the
degree of doktor and mester three years after the egyetemi oklevel. The
doktor and mester are awarded by a committee of the University after not
less than three years' research following upon the oklevel and the submission
of a thesis and an oral examination which includes foreign languages.
Teacher
education
Training of primary/basic
school teachers
Primary school teachers are trained at college level in
teacher training colleges (foiskola) for three years. Second cycle primary
school teachers follow a four-year course at a college of education, specializing
in two subjects.
Training of secondary school
teachers
Secondary school teachers are trained in five years in
universities and in four years in teacher training colleges.
Training of higher education
teachers
No special training or compulsory examinations are required
for higher education teachers. Selection and appointment are based on the
aptitude of candidates for given posts and on their academic and educational
qualifications and achievements, in addition to their university diplomas.
Non-formal
studies
Distance higher education
Levelezo tagozatos oktatas: correspondence courses are
organized and the diplomas awarded are equivalent to those granted to full-time
students.
Higher education in industry
Non-formal studies pursued outside the traditional schooling
system are organized in institutions run by industry, state-financed agencies,
social organizations, and management training centres.
Other forms of non-formal
education
Evening or correspondence courses, run by higher education
institutions, are widely available within the framework of adult education.
